Federal notices outline new chemical reporting obligations

Environment and Climate Change Canada has issued two mandatory reporting notices covering about 200 substances under the Chemicals Management Plan. The notices, published Aug. 29, require companies to report information on chemicals manufactured, imported or used in 2025. Nothing is being restricted or banned.

The lists include substances found in coolant and antifreeze, brake fluid, refinish and collision products, car care and cleaning products, lubricants and additives, and tires, including zinc oxide. Reporting obligations depend on 2025 activities. Companies may need to report if they manufactured a listed substance, imported one alone or in a mixture or certain products, or used one to manufacture another product above the thresholds. Buying from Canadian suppliers generally does not trigger an obligation.

The Phase 1 deadline is March 3, 2027, and Phase 2 runs from March 4 to Sept. 8, 2027. Responses are submitted through ECCC’s Single Window. ECCC will hold information sessions in October and December 2026 and March 2027. Companies needing composition details from foreign suppliers are encouraged to begin those requests early.
