DELPHI MARKS 20 YEARS OF SERVING GLOBAL AUTOMAKERS IN RUSSIA

MOSCOW – Having established a presence in Russia in 1990,  Delphi marks 20 years of
operations in the country this year with two manufacturing sites in the Samara region (Samara city
and Surgut).and a customer service and sales office in Moscow that serves both local and regional
customers. Today, Delphi employs approximately 900 people in Russia at facilities that provide
domestic customers with access to a substantial portfolio of automotive technologies, as well as
the development and integration expertise of 24 technical centres around the world. As a leading
global supplier of automotive parts for the original equipment and the aftermarket, Delphi designs,
engineers and manufactures a wide variety of components and systems in various fields including
electrical/electronic architecture (E/EA), electronics, safety, powertrain and thermal systems.
Delphi maintains a strong commitment to research and development and continues to focus on
technologies, products and services that help its customers deliver vehicles that are safer, greener
and allow consumers to stay connected when they are on the road.
In addition to supplying vehicle manufacturers worldwide, Delphi has grown its customer
base in Russia over the last two decades and now serves AvtoVAZ, GM-AvtoVAZ, GM Russia,
Sollers group, GAZ Group and others.
 

Successfully operating and establishing confidence among Russian customers
Delphi has established strong relationships with local customers and continues to develop
local expertise and managers to staff its operations. Delphi’s plant in Samara (PES/SCC) is a
leader in E/EA business in the Russian market.
“With high custom duties on imported cars and components, finding strong suppliers locally
is one of the biggest hurdles in growing local car production in Russia,” said Stefaan Vandevelde,
vice president, Delphi Packard Electrical/Electronic Architecture for Europe. Despite current market
challenges, we anticipate a growing demand for products manufactured locally and are ready to
support our customers with our experience and our competitive production facilities. Russia offers
a business-friendly environment and great growth potential for manufacturing high-tech
components for the automotive industry”, Vandevelde said at the Russian Automotive Industry
Forum.

Proven and Long-standing manufacturing presence in Russia
Delphi operates two joint ventures in the Samara region, Packard Electric Systems/Samara
Cable Company (PES/SCC) and Delphi Samara. The first JV, (PES/SCC), was established in
1995 and is dedicated to the production of electrical/electronic architecture products and operates
two manufacturing sites, one in Samara City and another in Surgut. Delphi currently retains 51
percent ownership of the PES/SCC joint venture. The second JV, Delphi Samara, was established
in 2006 and is dedicated to the plastic molding of connection systems and administrative support
of other Delphi businesses. The products produced by Delphi’s plants in Russia are part of the
vehicle’s electrical and electronic architecture that carries electrical current for all of the power and
signal distribution in a car.

In 2003, the Samara City site became the first automotive operation in Russia to receive
ISO/TS 16949 quality certification. In addition to the previously awarded ISO 14001 environmental
management standard, the site also received the new ISO 16949 quality management system
certificate in December 2009. On three occasions, the site has received the diploma of regional
competition, “The best enterprises of Samara region”, from the Governor of Samara region. In
2009, Hartmut Hengstwerth, Delphi’s managing director in Russia, was awarded with the Diploma
of Honor for the long term labor for the good of Samara, presented by the Mayor of Samara city.
Officially opened in 2005, Delphi’s plant in Surgut (Samara region, Sergiyevsk area) also
received the same certifications.

As a leading OE supplier, Delphi brings equally high standards to the aftermarket in Russia
In 2010, Delphi will launch its service centre network in Russia providing technical and
commercial support to its customers and ensuring first class service and support. Delphi Product &
Service Solutions (DPSS) provides products for the independent aftermarket and original
equipment service and accessories. Its comprehensive range includes vehicle electronics, diesel,
brakes, shock absorbers, steering and suspension and air conditioning, in addition to a range of
sophisticated tooling, diagnostic and test equipment. DPSS supports aftermarket professionals in
Russia through an established network of distributors and authorized service dealers.
