Ontario’s Drive Clean I/M program will be subject to an independent review almost a year ahead of original plans, according to a release from the province’s Ministry of the Environment Drive Clean office. ERG, a Maryland-based consulting group has been retained for the review. ERG has previously reviewed I/M programs in several U.S states and has had prior contracts with Ontario’s MOE. Plans were outlined to a stakeholder advisory committee on March 3rd. All aspects of the program are under review, including test methodology, repair cost limits, non-compliance issues, cost-effectiveness and consumer acceptance. Program fraud is also on the agenda. ERG is expected to report results of the study to Ontario Environment Minister Leona Dombrowsky by the end of the summer.
